The only issue that I see could be considered a design element - that is the inset area on the titlebar is low in the titlebar. But that could be by design...
Overall, a great skin. People who like soft blue skins should be very happy.

My only criticism is that I don't think the shape and the gradient of the scrollbars work well with the rest of the skin. I think it would look a bit nicer if the endcaps of the scrollbars were rounder similar to the titlebar. And I don't think the head-on lighting, in which the center of the scrollbar is light and the sides are darker works. That sort of lighting just seems unnatural. I think it'd be better if the gradiant / lighting came from the side, similar to the pressed state of the scrollbar.
