Open the skin in skinstudio (the substyle you want to edit) and go to the Startmenu > More programs panel > Background > and click on the Content Margins in the right section, change the Left margin to -26 (that's what worked for me). If that number doesn't work then try adjusting it how you see fit. Then go to file > save and save the skin (when you get the error about validating critical errors, select No), then reapply through the WB config (seems to load faster that way).
If you've already done it that way I'm not sure why it's not working.

Double taskbar only has one row of icons. You have to set it to a triple taskbar to have two rows of icons. If you fix this, I think this theme would be a good 4 1/2-5 star rating. Keep up the skins.
