It might look great in 1024x768 but in 1280x1024 you will have a theme with out of place objects.
What you can do is when you have your theme set up just right, go into each objects properties and select the Relation button. Where it says "Adjust position on different screen size", set both X axis and Y axis to rescale. If you want to conserve space, use jpeg instead of bitmap for your wallpaper and set it to resize.
I have done this to a theme i made https://www.wincustomize.com/skins.asp?library=3&SkinID=2114 and it works like a charm
