Maybe the explanation dialog should be more explicit. Right now it says:
US residents, please enter your zip code. For locations outside of the US, enter you weather station code. To find it out, visit weater.com enter your city and country in the input box then check the code preceding the question mark.
Maybe it should say someting like:
US residents, please enter your zip code. For locations outside of the US, enter you weather station code. To find it out, visit weater.com and enter your city and country in the input box (where it says "Enter City or US zip"). If you get more than one result, click on the your city from the list. Then, in the URL, look for the code, right after "www.weather.com/outlook/travel/local/" and before the question mark. For example, Montreal, Canada is CAXX0301.
It may be long, but I don't think anybody could get it wrong.

As it happens I just get an error when I try to change location.
