For your answer: there are two way to make this. For all of them you need to have DXbuilder.
1�) the most simple you create a object and set it like the orb on start menu to control the same object=SideBar
2�) If you know DxBuilder, open list of object select the side bar back and (only this one) set it to always show.
For the two save your new theme. hope that's help if not or i'm not clear you can also send me a email and we try to make this together

No Mater
In system tray right click on the DxBuilder icon and set in settings to show desktop icon and save.
This Theme isn't a Shell theme or Visual Style it's a DXtheme. It's not the same thing just that is Past on your Desktop. So to get the real Start Menu of XP just click on your Keyboard on the "XP Flag" or "start Key"
